10 Tips to prevent diabetes

Exercise: Get physically active and strengthen your body's machinery for handling blood glucose- the key to diabetes prevention. Moreover, exercising regularly helps you lose weight, which further reduces your risk of developing diabetes

Lose weight:Excess weight makes it harder for the body to use insulin to control blood sugar. So, maintain a healthy weight by eating right and exercising regularly.

Avoid trans fats: Hydrogenated vegetable oils and other trans fats have been shown to contribute to heart disease and may also contribute to diabetes type 2.

Avoid sugary foods and refined carbohydrates: Avoid eating foods such as white rice and dry cereals as they are high on refined carbohydrates. Processed and fried foods are also unhealthy and the fats and carbohydrates found in them undermine your health.

Have lots of fibre: Have a diet rich in fibre. With high-fibre carbohydrates, glucose is released slowly, preventing the typical blood sugar spike that leads to diabetes.

Say no to smoking: Smoking is not only associated with the development of diabetes but it also contributes to heart disease and causes lung cancer.

Eat more fruits and vegetables: Add lots of fruits and vegetables to your diet to prevent diabetes. Fresh fruits and vegetables have fibre content. If you eat canned or frozen fruits, avoid ones with sugar or other additives. If eating canned or frozen vegetables, try to use low-salt or no-salt varieties.

Avoid having excess tea and coffee: Studies have shown that drinking too much tea and coffee (more than 4 cups a day) multiplies your risk of developing diabetes. It is advisable to keep your coffee and tea cups under check.

Eat small but frequent meals: Eating small meals regularly throughout the day is important for regulating your blood sugar and avoiding sudden blood sugar hikes that make your pancreas to produce insulin.

Take care of your heart: If you have prediabetes, it becomes all the more important to make sure other aspects of your cardiovascular health are under control. High blood pressure, also known as hypertension, is associated with a higher risk of diabetes. Consult your doctor to make sure your blood pressure is within the normal range i.e. under 120/80 mmHg for those aged under 65 years.

மத்திய மந்திரி தயாநிதி மீது விரைவில் சி.பி.ஐ., குற்றப்பத்திரிகை

Central Bureau of Investigation (CBI) will question former Telecom Minister Dayanidhi Maran over his alleged role in the 2G spectrum allocation scam. The CBI is also likely to question C Sivasankaran, one of the former owners of Aircel and  Malaysian businessman T Ananda Krishnan, the current owner, about the grant of spectrum.

The allegation against Dayanidhi Maran is that Aircel, previously denied a telecom licence for over two years, was finally given one only when its owners changed hands to Malaysia-based Maxis. The charge is that Maran cleared the decks only after a sister company of Maxis invested Rs. 675 crore in the Maran-owned Sun TV, which the BJP calls a conflict of interest.

In a statement issued today, Mr Maran said, "I own no shares or any interest in Sun Direct TV or Astro. I was not even a minister when Astro invested in Sun Direct TV." Mr Maran met Telecom Minister Kapil Sibal before he issued the statement.

செல்போன்களால் கேன்சர் அபாயம் உலக சுகாதார மையம் எச்சரிக்கை!

A World Health Organization panel has concluded that cell phones are "possibly carcinogenic,'' putting the popular devices in the same category as certain dry cleaning chemicals and pesticides, as a potential threat to human health.

A panel representative also noted that using a hands-free during a conversation or communicating via text message would be options for lowering radio frequency exposure.
Here are some tips to reduce exposure to mobile radiations:

• Use a wired headset to minimise the waves hitting you
• Talk on a speakerphone whenever possible
• Don't wear Bluetooth continuously
• Avoid using phone in enclosed areas
• Hold phone little away while talking
• Send text messages

செல்போன் பயன்படுத்ததாதவர்கள் யாராவது இருக்கிறார்‌ளா என்றால் கிட்டதட்ட இல்லை என்று சொல்ல அளவிற்கு இன்று சர்வதேச சமுதாயத்தில் செல்போன் பயன்பாடு ஊடுருவி இருக்கிறது. இன்றி‌யமையாத அத்தியாவசியப் பொருட்களில் ஒன்றாக கருதப்படும் செல்போன்களை காலம், நேரம் பார்க்காமல் உபயோகப் படுத்துவதால் உடலில் புற்றுநோழ் புரையோடி ஆபத்தை ஏற்படுத்தும் என அவ்வப்போது எச்சரிக்கை செய்திகள் வந்து கொண்டு தான் இருக்கின்றன.
இருப்பினும் செல்போன் பயன்பாடடால் கேன்சர் நோய் ஏற்படும் என்பது அறிவியல் ரீதியாக நிரூபிக்கப்படவில்லை என்ற வாதமும் நிலவி வருகிறது. இந்தச் சூழ்நிலையில் தான் செல்போன்கள் பயன்பாட்டால் கேன்சர் ( புற்றுநோய்) நோய் தாக்கும் அபாயம் அதிகம் இருப்பதாக உலக சுகாதார மையம் அண்மையில் விடுத்துள்ள எச்சரிக்கை குறிப்பில் தெரிவித்துள்ளது. உலக சுகாதார மையத்தின் ஒரு அங்கமான சர்வதேச கேன்சர் நோய் சிகிச்சை ஆராய்ச்சி மையம் நடத்திய ஆய்வில் இது தெரிய வந்துள்ளது. செல்போன் பற்றிய ஆராய்ச்சியில் ஈடுபட்ட அந்தக் குழுவில் 14 நாடுகளைச் சேர்ந்த 31 விஞ்ஞானிகள் இடம் பெற்றிருந்தனர். குழுவுக்கு தலைவராக அமெரிக்க அ‌திபர் ஒபாமாவின் தேசிய புற்றுநோய் ஆலோசனைக் குழுவின் உறுப்பினரான டாக்டர் ஜொனாதான் சாமெட் இருந்தார்.

பூச்சிக்‌கொல்லி மருந்துக்கு நிகர் : செல்போன்கள் கேன்சர் நோயை ஏற்படுத்தக்கூடும் என்றும் எனவே அதனை அபாயகரமான பூச்சிக்கொல்லி, சலவை காரங்கள் ஆகிய ரசாயனப் பொருட்களுக்கு நிகராக பட்டியலிட வேண்டும் என்றும் அந்த ஆராய்ச்சிக் குழு பரிந்துரைத்துள்ளது.

கதிர்வீச்சு அபாயம் : செல்போன்களில் இருந்து வெளியேறும் கதிர்வீச்சு தான் கேன்சர் நோயை ஏற்படுத்தும் என்பது விஞ்ஞானிகளின் கருத்து. வெளிநாட்டில் மொபைல் போன் வாங்குபவர்கள், அந்த போனில் இருந்து வெளியேறக்கூடிய கதிர்வீச்சு அளவு ஆகியனவற்ற‌ை அறிந்து கொண்டு பின்னர் தான் செல்போனை வாங்குகின்றனர். ஆனால் இந்தியா போன்ற மற்ற ஆசிய நாடுகளில் நுகர்வோர் மத்தியில் இந்த விழிப்புணர்வு இல்லை என்று பரவலாக கூறப்படுகிறது. இத்தகைய விழிப்புணர்வோடு செல்போன்களை வாங்கினால், கேன்சர் அபாயத்தில் இருந்து ஓரளவுக்கு நாம் நம்மை தற்காத்துக் கொள்ளலாம்.

சாய்பாபா அறையில் என்ன தான் இருக்கிறது? நீடிக்கும் ரகசியம்

சாய்பாபாவின் ஆசிரமமான பிரசாந்தி நிலையத்தில் உள்ள அவரது தனி அறையான யஜூர் மந்திரில் என்ன இருக்கிறது என்பது மர்மமாக உள்ளது.

இதற்கிடையே யஜூர் மந்திரில் சாய்பாபாவுக்கு பக்தர்கள் காணிக்கையாக கொடுத்த விலை மதிக்கமுடியாத பொருட்கள், கணக்கிலடங்கா பணம் மற்றும் நகைகள் இருப்பதாகக் கூறப்படுகின்றது.

சாய்பாபாவுக்கு நினைவிடம் கட்டுவதற்காக பிரசாந்தி நிலையத்தை 6 வார காலம் மூடுவதாக அறிவிக்கப்பட்டது. இந்நிலையில் எப்பொழுது மந்திரைத் திறப்பது, பொதுமக்கள் மற்றும் ஊடகங்களை அனுமதிப்பது தொடர்பாக நேற்று அறக்கட்டளை உறுப்பினர் கூடி ஆலோசனை நடத்தினர். இந்த கூட்டத்திற்கு அனைத்து உறுப்பினர்களும் வராததால் எந்த முடிவும் எடுக்கப்படவில்லை என்று தெரிகிறது.

யஜூர் மந்திரில் அப்படி என்ன தான் இருக்கிறது என்று தெரிந்துகொள்ள அனைவரும் ஆவலாய் உள்ளனர். அதனால் யஜூர் மந்திரைத் திறக்குமாறு உள்ளூர் தலைவர்கள் வலியுறுத்தி வருகின்றனர்.

சாய்பாபாவின் தனி அறையை முக்கியப் பிரமுகர்கள் மற்றும் ஊடகங்களின் முன்னிலையில் திறக்க வேண்டும் என்று முன்னாள் அமைச்சர் நாகி ரெட்டி கேட்டுக் கொண்டுள்ளார்.

சுமித் வாலியா எங்கே நமது பெயரையும் கூறியிருப்பானோ என்ற அச்சத்தில் உள்ள பிரபலங்கள் தற்போது தலைக்கு வந்தது தலைப்பாகையுடன் போகட்டும் என்று முடிவு செய்துள்ளனர். இதனால், உஷாரான சிலர் கோடிக்கணக்கான மதிப்புடைய கார்களை ரோட்டில் அனாதையாக நிறுத்திவிட்டு ஓடும் சம்பவங்கள் அரங்கேற துவங்கியுள்ளன.

Zimbabwe’s Austin Mbewe bagged the country’s ugliest man award at a fun filled event in the Pagomo Heights Leisure Centre in Beitbridge. He beat eight other men in a nationwide contest for the Mr Ugly title after all women judges crowned him the most ugliest.


30-year-old Mbewe hails from Zimbabwe’s second largest city of Bulawayo. He also received a blanket and a cash prize of 1,200 Zimbabwean dollar. Hundreds of people, some of whom came from as far as Bulawayo and Harare, attended the special event.


Harare-based dance group Girls La Musica added colour to the event. The venue was filled with long winding queues of cars along the road to Pagomo Heights, reported a website.  Initially, 15 men were expected to battle it out, but six of them later backed out. The event, held for the third consecutive year, was organised in collaboration with the National Arts Council and the Zimbabwe Tourism Authority.

அந்நாட்டின் கலைபண்பாட்டு கவுன்சில் மற்றும் சுற்றுலா துறையும் இணைந்து இந்த போட்டியை நடத்தின. தொடர்ந்து மூன்றாவது ஆண்டாக நடந்த இந்த போட்டியைக் காண நூற்றுக்கணக்கானோர் வந்திருந்தனர். நாட்டின் தொலைதூர நகரங்களான புலாவாயோ, ஹராரேவில் இருந்தும் கூட மக்கள் வந்திருந்தனர். இந்த போட்டியின் நடுவர்கள் அனைவரும் பெண்கள்.

இந்த போட்டியில் கலந்து கொண்ட 30 வயது இளைஞர் ஆஸ்டின் பேவே மிஸ்டர் அவலட்சண ஆணழகன் பட்டத்தை தட்டிச் சென்றார். அவருக்கு சால்வையும், ரூ. 8 ஆயிரம் பரிசுத் தொகையும் வழங்கப்பட்டது.

Saudi government to limit work permits for certain firms
Saudi Arabia's plans to limit work permits for foreigners will only apply to firms that fail to meet the kingdom's quotas on employing Saudis, the state news agency SPA reported on Tuesday quoting the labor ministry. Labor minister Adil Fakieh said on Monday the government would not renew work permits for foreign workers who have spent six years in the country as part of the Organization of Petroleum Exporting Countries (OPEC) member's plan to create jobs for nationals, but did not give details. "Plans not to renew work permits for foreign workers, who have spent six years in the kingdom, apply to the companies that fall under the yellow category in the Netaqat program," ministry spokesman Hattab Al-Anzy was quoted as saying by SPA. Netaqat, meaning categories in Arabic, launched earlier in May classifies firms by green, yellow and red colors by how they fulfill 'Saudisation' rules and sets penalties for non compliance. "Companies that fall under the red category will not have work permits renewed for its foreign workers regardless of the time the workers have spent in the country," Anzy said. In 1994, the government began a 'Saudisation' plan, setting quotas for the number of nationals private firms must hire. The program failed to achieve a significant increase in the participation of nationals in the private sector, where Saudis still account for only 10 percent of employees as companies found number of ways how to circumvent the rules. Unemployment among nationals in the kingdom, which sits on more than a fifth of global oil reserves and is the world's biggest oil exporter, is currently 10.5 percent, according to latest figures announced by the minister, 28 percent of the unemployed are women and 40 percent high school graduates. Some eight million foreign workers, who remit 27 billion US dollars per year, live in the kingdom with majority working in the private sector of the biggest Arab economy. King Abdullah offered $93 billion in handouts in March to stave off unrest rocking the Arab world, including neighbouring Bahrain, Oman and Yemen. Despite its wealth, unemployment in the Gulf Arab state has risen as an outdated school system focused on religion and the Arabic language produces graduates who have difficulty finding jobs with private firms. இதையடுத்து, ஐ.நா., வல்லுனர்கள் குழு, இந்த வீடியோ ஆதாரம் உண்மையானதே என்பதை நிரூபிக்கும் வகையில், ஐந்து நிமிட வீடியோவை அதிகாரப்பூர்வமாக வெளியிட்டுள்ளது. இதில், ஆண்களும், பெண்களும் நிர்வாணமாக்கப்பட்டு, கண்கள் கட்டப்பட்ட நிலையில், சீருடை அணிந்த இலங்கை ராணுவ வீரர்கள் சுட்டுத்தள்ளிய காட்சிகள் பதிவாகி உள்ளது. சுட்டுக் கொல்லப்பட்ட ஆண், பெண் உடல்களை இலங்கை ராணுவ வீரர்கள் குப்பை லாரியில் அள்ளி வீசுவதும் பதிவாகியுள்ளது.இந்த ஐந்து நிமிட வீடியோவானது, இலங்கை போர்க்குற்றம் புரிந்தது என்பதற்கு போதிய முகாந்திரம் உள்ளது என்பதற்கு ஆதாரமாக, ஐ.நா., மனித உரிமைகள் விசாரணையாளரும், தென்ஆப்ரிக்க சட்ட பேராசிரியருமான கிறிஸ்டோப் ஹெய்ன்ஸ் நேற்று செய்தியாளர்கள் மத்தியில் வெளியிட்டு பேசினார்.

அப்போது அவர் கூறுகையில், "வீடியோ காட்சியில் பதிவானவை அனைத்தும் உண்மை. அந்த வீடியோ, தொழில்நுட்ப மற்றும் தடயவியல் நிபுணர்கள் மூலம் ஆராய்ச்சிக்குட்படுத்தப்பட்டது. இதற்கு காரணமானவர்கள் மீது சட்ட நடவடிக்கை எடுப்பதற்கு ஆதாரமாக எடுத்து கொள்ளப்படும்' என்றார்.

வீடியோ காட்சிகள் போலியானவை என்று இலங்கை அரசு மறுத்ததற்கு, உடனடியாக பதிலடி கொடுக்கும் வகையில், ஐ.நா., மனித உரிமைகள் குழுவே அதிகாரப்பூர்வமாக வீடியோவை வெளியிட்டுள்ளதால், சர்வதேச நாடுகளில் பெரும்பரபரப்பை ஏற்படுத்தியுள்ளது.

UN Commissioner's call for war-crimes probe jolts Colombo

Sri Lanka's effort to whitewash the charges of war-crimes during the final stages of war received a set back at the UN Human Rights Council (UNHRC) annual session as Navaneetham Pillai, UN High Commissioner for Human Rights, said she supported special UN panel's recommendations in the war-crimes report made public on 14th April. Meanwhile, despite the theatrics orchestrated by Colombo in questioning the authenticity of the incriminating "Channel-4" video of extra-judicial executions, UN human rights expert, Christof Heyns, said that the shocking footage showed "definitive war crimes," and "[w]hat is reflected in the extended video are crimes of the highest order – definitive war crimes," Associated Press said quoting Heyns.

"The overall conclusion reached by the experts is that the video is authentic and the events reflected in the video footage occurred as depicted,” Heyns told UN Human Rights Council.

The High Commissioner, Navi Pillai, referred to the report of the Secretary-General’s Panel of Experts on accountability in Sri Lanka, which concluded that there were credible allegations of a wide range of serious violations of international law committed by both the Sri Lankan Government forces and Tamil Tigers in the final stages of the conflict.

Addressing the 17th session of the Council, UN Human Rights chief, N Pillai said she supported the UN panel's recommendation "to establish an international mechanism to monitor national investigations and undertake its own as necessary. It would be important for the Human Rights Council to reflect on the new information contained in this important report, in light of its previous consideration of Sri Lanka and efforts to combat impunity worldwide.”

Predictably, Sri Lanka's External Affairs Ministry, resorted to its routine reponse in accusing the High Commissioner for "ignoring relevant rules of procedure of the UNHRC by attempting to legitimize" the UN war-crimes report and of continuing to demonstrate "lack of objectivity and impropriety."

A statement released by the Ministry Sunday evening, quoted Kshenuka Seneviratne, Permanent Representative of Sri Lanka to the UN in Geneva, as telling the UN Human Rights Council today that Sri Lanka is perplexed to note that the High Commissioner has thought fit to refer to the panel report in her report to the 17th Session of the UNHCR.

“The High Commissioner continues with a seeming preoccupation of calling for the establishment of an international monitoring mechanism, which also has been recommended in the report based on unverified information, and if adhered to will call into question, the professionalism and independence of the Council,” the External Affairs Ministry quoted Seneviratne as saying.

Pakistan, China, Russia and some Islamic members of the Human Rights Council moved to stop the debate on Sri Lanka's conduct at the end of the war, saying "[t]he international community must support national efforts to win the peace in Sri Lanka."

European Union reiterated its view that "an independent process to address extremely serious allegations should contribute to strengthening the process of reconciliation and ensuring lasing peace and security in Sri Lanka. The European Union was committed to upholding the human rights of migrants. It was taking the migratory consequences of recent developments in their southern neighbourhood seriously."

France supported the report of the Secretary-General on Sri Lanka, emphasized its legitimacy and called for justice in relation to violations of human rights there. France noted the human rights violations in Syria and called for perpetrators to be brought to justice. Switzerland added that "[i]t was crucial that appropriate follow-up be given to the recommendations of the report of the panel of experts on Sri Lanka."

While U.S. Asst. Secretary of State, Robert Blake, whose knowledge of "war crimes" in the Northeast was highlighted by US cables released by wikileaks, was advising Tamil expatriates to work "with Colombo on development," U.S. representative, Eileen Chamberlain, said at the UN session that "United States was deeply concerned by the findings of the panel of experts on the violations of international law and international humanitarian law in Sri Lanka and insisted that reconciliation in this country [Sri Lanka] must be built on accountability. It was a responsibility of the Government of Sri Lanka to respond to the findings of the panel and to ensure the future for the people of Sri Lanka."

Belgium noted that fighting against impunity was at the core of the report on Sri Lanka. Belgium noted that the recommendation to establish an independent commission of inquiry on Sri Lanka should be taken seriously.

தங்கள் கைக்கு இன்னும் அந்த நோட்டீஸ் கிடைக்கவில்லை என்று தெகல்கா கூறியுள்ளது.

ரூ.214 கோடி லஞ்சத்தை கடன் போல காட்ட கலைஞர் டிவி முயற்சி-சிபிஐ

டிபி ரியாலிட்டி நிறுவனத்தில் இருந்து குசேகாவ்ன், சினியுக் பிலிம்ஸ் நிறுவனங்கள் வழியாக கலைஞர் டிவிக்கு ரூ.214 கோடி பணப் பரிமாற்றம் நடந்தது உண்மை. இது லஞ்சப் பணம்தான். ஆனால், அதை கடன் போல காட்ட முயற்சி நடக்கிறது என்று நீதிமன்றத்தில் சிபிஐ கூறியுள்ளது.

2ஜி ஸ்பெக்ரம் முறைகேடு வழக்கில் கைது செய்யப்பட்டு சிறையில் உள்ள திமுக எம்.பி. கனிமொழி, கலைஞர் டிவி நிர்வாக இயக்குநர் சரத்குமார் ஆகியோர் தாக்கல் செய்த ஜாமீன் மனுக்கள் மீதான விவாதம் டெல்லி உயர் நீதிமன்றத்தில் நடந்தது.

இவர்கள் சார்பில் வழக்கறிஞர் அல்தாப் அகமது ஆஜரானார். அவர் கூறுகையில், கனிமொழியும் சரத்குமாரும் விசாரணையின்போது முழு ஒத்துழைப்பு அளித்திருக்கிறார்கள். கலைஞர் டி.விக்கு கடனாகத்தான் ரூ. 214 கோடி பெறப்பட்டது. அதற்கான ஆவணங்கள் அனைத்தும் நீதிமன்றத்தில் சமர்ப்பிக்கப்பட்டுள்ளன. இருவரும் தவறு ஏதும் செய்யவில்லை. அது சட்டப்பூர்வமான கடன் தான். இதில் சந்தேகத்துக்கு இடமில்லை.

இது தொடர்பான எல்லா ஆவணங்களும் சிபிஐ வசம் தான் உள்ளன. இதனால் கனிமொழியும் சரத்குமாரும் தொடர்ந்து நீதிமன்றக் காவலில் சிறையில் இருக்க வேண்டிய அவசியமில்லை என்றார்.

அப்போது நீதிபதி அஜித் பரிகோகே குறுக்கிட்டு, பணப் பரிமாற்றத்துக்கான ஆவணங்களை தாக்கல் செய்துள்ளீர்கள். ஆனால் அவை அனைத்தும் ஜெராக்ஸ் பிரதிகளாக உள்ளன. அசல் ஆவணங்கள் எங்கே? என்று கேட்டார்.

அதற்கு பதிலளித்த அல்தாப் அகமது, அசல் ஆவணங்களை சரிபார்த்து வருகிறோம் என்றும் விரைவில் அவற்றை சமர்ப்பிக்க உள்ளோம் என்றார்.

இதையடுத்து வாதாடிய சிபிஐ வழக்கறிஞர் யு.யு.லலித், டிபி ரியாலிட்டி நிறுவனத்தில் இருந்து குசேகாவ்ன், சினியுக் பிலிம்ஸ் நிறுவனங்கள் வழியாக கலைஞர் டிவிக்கு ரூ.214 கோடி பணப் பரிமாற்றம் நடந்தது உண்மை. இதற்கு ஷாகித் பல்வாவும், வினோத் கோயங்காவும் உதவியாக இருந்திருக்கின்றனர். கைமாறிய பணம் லஞ்சப் பணம்தான். ஆனால், அதை கடன் போல காட்ட முயற்சி நடக்கிறது.

இந்தப் பணம் கொடுக்கப்பட்டபோது, அதற்கான ஆவணங்கள் எதுவும் தயாரிக்கப்படவில்லை. இதிலிருந்தே அது லஞ்சப் பணம் தான் என்பது உறுதியாகிறது. ஆனால், ஸ்பெக்ட்ரம் ஊழல் வழக்கில் மத்திய முன்னாள் அமைச்சர் ஆ.ராசாவுக்கு சம்மன் அனுப்பப்பட்ட பிறகுதான், இந்தத் தொகையை திரும்பத் தரத் தொடங்கியது கலைஞர் டிவி.

இந்த முறைகேடு தொடர்பாக சிபிஐ வழக்குப் பதிவு செய்த பிறகுதான் பணத்தை கடன் போல காட்டவும், அதைத் திருப்பித் தருவது போல காட்டவும் கலைஞர் டிவி சார்பில் அவசர அவசரமாக ஆவணங்கள் தயாரிக்கப்பட்டிருக்கின்றன. தொகையை கடனாகப் பெற்றதாகவும் அதைத் திரும்ப செலுத்தியதாகவும் ஆவணங்களை அவர்கள் தயாரித்திருக்கின்றனர்.

கலைஞர் டி.வி.யில் கனிமொழியும், சரத்குமாரும் தலா 20 சதவீதப் பங்குகளை கைவசம் வைத்துள்ளனர். இந்த பணப் பரிமாற்றத்தில் இருவருக்கும் முக்கியப் பங்கு இருக்கிறது. அவர்களின் கட்டுப்பாட்டில்தான் கலைஞர் டி.வி. இயங்கி வருகிறது. அவர்களது ஜாமீன் மனுக்களை சிபிஐ சிறப்பு நீதிமன்றம் ஏற்கெனவே நிராகரித்துவிட்டது. எனவே அந்த உத்தரவை உறுதி செய்து, அவர்களது ஜாமீன் மனுக்களை தள்ளுபடி செய்யவேண்டும் என்றார்.

இதையடுத்து கனிமொழியும் சரத்குமாரும் உடனடியாக மீண்டும் திகார் சிறைக்குக் கொண்டு செல்லப்பட்டனர்.

லோக்பால் வரம்புக்குள் பிரதமர், நீதிபதிகள், எம்பிக்களை கொண்டு வர மத்திய அரசு எதிர்ப்பு!

ஊழல் செய்யும் பிரதமர், நீதிபதிகள், எம்.பிக்கள் மீது நடவடிக்கை எடுக்கும் வகையில் அவர்களையும் லோக்பால் விசாரணை வரம்புக்குள் கொண்டு வர மத்திய அரசு கடும் எதிர்ப்பு தெரிவித்துள்ளது. இதனால், இந்த லோக்பால் சட்டம் எந்த அளவுக்கு பயனுள்ளதாக இருக்கும் என்பதே கேள்விக்குறியாகியுள்ளது.

லோக்பால் மசோதா வரைவுக் குழுவின் 5வது கூட்டம் அதன் தலைவரும் நிதியமைச்சருமான பிரணாப் முகர்ஜி தலைமையில் நேற்று நடந்தது. இந்தக் குழுவில் பொது மக்கள் சார்பில் இடம் பெற்றுள்ள பிரதிநிதிகளான சமூக ஆர்வலர் அன்னா ஹசாரே, கர்நாடக லோக் ஆயுக்தா தலைவர் சந்தோஷ் ஹெக்டே, சட்ட வல்லுனர்களான சாந்தி பூஷண், பிரசாந்த் பூஷண், தகவல் அறியும் சட்ட ஆர்வலர் அரவிந்த் கேஜ்ரிவால் ஆகியோரும் மத்திய அரசின் சார்பில் இடம் பெற்றுள்ள அமைச்சர்கள் கபில் சிபல், வீரப்ப மொய்லி, ப.சிதம்பரம், சல்மால் குர்ஷித் ஆகியோர் இக் கூட்டத்தில் பங்கேற்றனர்.

கூட்டத்தில் லோக்பால் சட்ட வரம்புக்குள் பிரதமர், நீதிபதிகள், எம்.பிக்களை கொண்டு வருவது குறித்து ஆலோசிக்கப்பட்டது. அப்போது லோக்பால் வரம்புக்குள் பிரதமர், நீதிபதிகள், எம்.பிக்களை கொண்டு வருவதற்கு அக்குழுவில் பொது மக்கள் சார்பில் இடம் பெற்றுள்ள பிரதிநிதிகள் ஆதரவு தெரிவித்தனர். ஆனால் இதை மத்திய அரசு சார்பில் இடம் பெற்றுள்ள அமைச்சர்கள் எதிர்த்தனர்.

இந்த விவகாரத்தில் இரு தரப்பினர் இடையே கடைசி வரை ஒருமித்தக் கருத்து ஏற்படவில்லை. இதையடுத்து வரும் ஜூன் 6ம் தேதி மீண்டும் கூடி ஆலோசிப்பதென முடிவெடுக்கப்பட்டது. மத்திய அரசின் இந்த நடவடிக்கைக்கு அண்ணா ஹசாரே, பிரசாந்த் பூஷண், அரவிந்த் கேஜ்ரிவால் ஆகியோர் கடும் அதிருப்தி தெரிவித்துள்ளனர்.

மத்திய அரசு ஏற்கெனவே வடிவமைத்த லோக்பால் மசோதாவைவிட இந்த மசோதாவை மோசமானதாக மாற்ற முயற்சிக்கிறது என்று கேஜ்ரிவால் குற்றம் சாட்டினார். இதற்கிடையே லோக்பால் வரம்புக்குள் பிரதமர், நீதிபதிகள், எம்.பிக்களை கொண்டு வருவது குறித்து அனைத்து மாநில அரசுகள், அரசியல் கட்சிகளிடம் கருத்துக் கேட்க மத்திய அரசு முடிவு செய்துள்ளது. இதன்மூலம் லோக்பால் மசோதா உருவாக்குவதை மேலும் இழுத்தடிக்க மத்திய அரசு முயல்வதாகத் தெரிகிறது.

அதே நேரத்தில் ஊழல் விவகாரத்தில் சிக்கும் அதிகாரிகளின் சொத்துக்களை முடக்குவது, பறிமுதல் செய்வது ஆகிய விஷயங்களில் லோக்பால் குழுவினருக்கும் மத்திய அரசுக்கும் இடையே ஒருமனதான கருத்து நிலவுகிறது. மேலும் அவர்களது சொத்துக்களை ஏலம் விட்டு, ஊழலால் அரசுக்கு ஏற்பட்ட இழபபை ஈடுகட்டுவது என்ற லோக்பால் குழுவின் கோரிக்கையையும் மத்திய அரசு ஏற்றுக் கொண்டுள்ளது.

ஆனால், லோக்பால் சட்டத்தை ஆகஸ்ட் 16ம் தேதிக்குள் நாடாளுமன்றத்தில் நிறைவேற்ற வேண்டும் என்ற அன்னா ஹசாரேவின் கோரிக்கையை ஏற்க மத்திய அரசு தயங்கி வருகிறது. இதில் இழுத்தடிப்பு செய்தால் ஆகஸ்ட் 16ம் தேதி மீண்டும் எனது உண்ணாவிரதப் போராட்டத்தை ஆரம்பிப்பேன் என்று ஹசாரா எச்சரித்துள்ளது குறிப்பிடத்தக்கது.

What is LOKPAL BILL? Why it is Important? 

The Jan Lokpal Bill (Citizen's ombudsman Bill) is a draft anti-corruption bill drawn up by prominent civil society activists seeking the appointment of a Jan Lokpal, an independent body that would investigate corruption cases, complete the investigation within a year and envisages trial in the case getting over in the next one year. Drafted by Justice Santosh Hegde (former Supreme Court Judge and present Lokayukta of Karnataka), Prashant Bhushan (Supreme Court Lawyer) and Arvind Kejriwal (RTI activist), the draft Bill envisages a system where a corrupt person found guilty would go to jail within two years of the complaint being made and his ill-gotten wealth being confiscated. It also seeks power to the Jan Lokpal to prosecute politicians and bureaucrats without government permission. Retired IPS officer Kiran Bedi and other known people like Swami Agnivesh, Sri Sri Ravi Shankar, Anna Hazare and Mallika Sarabhai are also part of the movement, called India Against Corruption. Its website describes the movement as "an expression of collective anger of people of India against corruption. We have all come together to force/request/persuade/pressurize the Government to enact the Jan Lokpal Bill. We feel that if this Bill were enacted it would create an effective deterrence against corruption." Anna Hazare, anti-corruption crusader, began a fast-unto-death today, demanding that this bill, drafted by the civil society, be adopted. The website of the India Against Corruption movement calls the Lokpal Bill of the government an "eyewash" and has on it a critique of that government Bill. It also lists the difference between the Bills drafted by the government and civil society. A look at the salient features of Jan Lokpal Bill: 1. An institution called LOKPAL at the centre and LOKAYUKTA in each state will be set up 2. Like Supreme Court and Election Commission, they will be completely independent of the governments. No minister or bureaucrat will be able to influence their investigations. 3. Cases against corrupt people will not linger on for years anymore: Investigations in any case will have to be completed in one year. Trial should be completed in next one year so that the corrupt politician, officer or judge is sent to jail within two years. 4. The loss that a corrupt person caused to the government will be recovered at the time of conviction. 5. How will it help a common citizen: If any work of any citizen is not done in prescribed time in any government office, Lokpal will impose financial penalty on guilty officers, which will be given as compensation to the complainant. 6. So, you could approach Lokpal if your ration card or passport or voter card is not being made or if police is not registering your case or any other work is not being done in prescribed time. Lokpal will have to get it done in a month's time. You could also report any case of corruption to Lokpal like ration being siphoned off, poor quality roads been constructed or panchayat funds being siphoned off. Lokpal will have to complete its investigations in a year, trial will be over in next one year and the guilty will go to jail within two years. 7. But won't the government appoint corrupt and weak people as Lokpal members? That won't be possible because its members will be selected by judges, citizens and constitutional authorities and not by politicians, through a completely transparent and participatory process. 8. What if some officer in Lokpal becomes corrupt? The entire functioning of Lokpal/ Lokayukta will be completely transparent. Any complaint against any officer of Lokpal shall be investigated and the officer dismissed within two months. 9. What will happen to existing anti-corruption agencies? CVC, departmental vigilance and anti-corruption branch of CBI will be merged into Lokpal. Lokpal will have complete powers and machinery to independently investigate and prosecute any officer, judge or politician. 10. It will be the duty of the Lokpal to provide protection to those who are being victimized for raising their voice against corruption.
